A. Use a ruler to draw the vertical lines and horizontal lines on where the head is to be as shown in the picture. The vertical and horizontal lines should be perpendicular to each other like ' + '.

B. Decide on the size of  the eyes by drawing a second horizontal lines to form the top of the eyes. Then sketch the basic eye shapes. Bigger the eyes are, more cute the character will look, but if the eyes get too big, they'll make the character look like a big eyed freak.
