How to Draw Various Characters from Sailor Moon Series
ChibiChibi
Head Shot at Angle View

.
1.  Using what you already learned from drawing Usagi (Serena). In fact, Chibichibi and Usagi look very similar, and only difference is that Chibichibi's face is much shorter than that of Usagi (Serena), and she has much bigger eyes too.
2. Sketch her face, and make sure that her face looks very childlike by having her large eyes taking up most of the face and shortening her face. Add mouth, nose, the ears and neck. Note that the forehead, and nose are bit away from the vertical line so to make her face more rounded instead of looking flat.
3. Sketch the eyes just like those of Usagi (Serena).
Mark the hairline on forehead (as marked in the picture)
4. Sketch the first sets of her characteristic bangs.
5.  Starting from the first set of bangs, draw the curving lines lines to form the rest of her hair bangs.
Lightly sketch the rest of her hair on her scaple so to make sure that her hair is not out of porportion in respect to her skull. Add the ball-like buns for location purposes.
6. To give her heart shaped buns a bit of 3-D look, draw the upside-down "teardrops" on one side of her buns.
 7.  Then complete the other sides of her buns to make them heart-shaped. Add the thin and curly ponytails.
8 Add in the necessary details like cheek shadowing, eyes, eyebrows, etc.
Use a softer pencil to draw darker lines that you want to be inked, and critique it as you draw the darker line.
9. All done!  Hmm, her eyes are bit too small. Always critique your own artworks. Don't take it too lightly or you won't learn much.
You can use How to Draw A Deformed Character to draw her 2-years old body (very small).
